当前在很多企事业单位,职工信访日益常态化,信访人员群体化增多,个别职工信访手段激进化,越级信访、反复信访数量增加。企事业单位要针对职工信访工作的特点,剖析造成职工信访的深层原因,提高对该项工作的认识,建立并完善相关制度,努力帮助职工解决信访问题,维护职工合法权益,创造稳定和谐的社会环境。当前积极做好人事劳动信访工作的主要举措是,强化信访工作领导责任制,建立专门信访工作机构或明确专人负责信访工作,加强信访维权监督工作,建立职工信访衔接机制,努力为职工走司法程序创造有力条件。

Currently in many enterprises and public institutions, staff petition activities are becoming more and more normal with an increasing grouping trend. Some staff adopt radical measures, and the number of skipping petition and repetitive petition keeps climbing. Enterprises and public institutions should analyze the underlying causes of petition based on its features, deepen the understanding of this work, establish and perfect the re-lated system, work hard to help staff solve the petition problems so as to safeguard staff’s legitimate rights and create a stable harmonious social envi-ronment. Positive measures for labor petition work should be taken, among which the primary ones are as follows:strengthen leadership responsibility system of petition work; establish specialized agencies or assign specific person in charge of petition work; enhance supervision of safeguarding rights;set up a cohesive mechanism for staff petition and strive to create a favorable condition for staff to rely on judicial procedures.
