城市化过程中农民向市民的转变必然产生一定的成本与收益,通过构建成本和收益指标对浙江省农民市民化的成本收益率进行测度,发现浙江省2005年至2013年农民市民化成本收益率总体呈逐年下降走势,并从成本上升和收益下降两个方面探讨了成本收益率降低的原因。文章将成本收益率变量引入新古典经济增长模型做实证研究,发现成本收益率对浙江经济增长的贡献率仅为8.86%,表明浙江农民市民化过程存在诸多问题,要转变这一现象需改革城乡二元制度,并具体从解决农民工住房、完善社会保障制度、建立农村土地流转机制、加强农民教育培训四个角度提出了相关对策建议。

The transition from farmers to citizens during the process of urbanization will inevitably result in costs and benefits. Through establishing cost-benefit index system this paper measured the cost-benefit ratio of farmer citizenization in Zhejiang province. It found that from 2005 to 2013 the cost-benefit ratio generally de-clined. It also analyzed the reasons for the decrease from the aspects of rising costs and declining revenue. By introducing cost-benefit variable into the neo-classical economic growth model,the empirical research showed that the contribution rates of cost-benefit ratio to the economic growth of Zhejiang is only 8 . 86%,which indi-cates some problems exist in the farmer citizenization process. To solve the problems,it is necessary to reform the urban-rural dual institution. Finally it put forward corresponding countermeasures from the viewpoints of housing migrant workers,improving social security system,establishing rural land circulation and strengthe-ning training of farmers.
