大中型水利水电建设项目,因其占地和涉及人口多,部分库区耕地资源十分有限,人地矛盾集中,仅靠"以土安置"方式安置移民,资源环境容量管理方往往无力承载.梅州抽水蓄能电站在长效补偿安置的基础上,提出了投资项目安置方式,由地方政府将移民资金投资项目获取收益用于安置移民,并承诺承担经营风险、保障移民收益,对移民生产安置方式进行了新的尝试,供其它同类项目参考.

Owing to large amount of landed occupation and involved population for the Large and Middle Hydraulic and Hydroelectric Projects,the land is quite limited for the part reservoir area, the contradiction between people and land is serious, the administration of resource and environment capacity is often unable to carry only by the way of "settlement by land". Meizhou pumped storage power station put forward the investment project resettlement mode based on Long-term compensation and resettlement, the local government applys the benefits obtaining from immigration investment project to immigration settlement,promises to undertake the management risk and guarantees the immigration benefits,providing a new attempt for immigration production resettlement mode and reference for other related projects.
