两化融合是实现我国产业全面转型升级的必由之路,是从工业经济向信息经济过渡过程中抢占发展先机、争夺新的产业竞争制高点的重要抓手。首先,本文探讨了两化融合与工业4.0、工业互联网的异同,阐明了为什么两化融合才是我国产业全面转型升级的必然选择。其次,从数据(信息)要素与传统要素、信息技术(产品)与传统技术(产品)、信息化时代管理(组织)与工业化时代管理(组织)、不同产业(发展阶段)之间等方面阐述了两化融合的四个融合层面。然后,分析了技术导向、业务导向的不足,提出两化融合强调的效能导向要求,以及要确保效能导向需要贯彻的九项基本原则。最后,围绕“装备(产品)现代化”、“过程信息化”、“管理集约化”和“市场(服务)协同化”四个方面简述了我国两化融合的重点和路径。

Promoting the integration of informatization and industrialization (III) is an essential road for the realization of comprehensive industrial restructuring and upgrading in China, as well as an important starting point to seize the development opportunities in the process from the industrial economy to the information economy. First of all, this paper discusses the similarities and differences between the III, the industry 4.0 and the industrial Internet, and explains why the III is the inevitable choice of China's industrial comprehensive restructuring and upgrading. Secondly, from aspects of data (information) elements and traditional elements, information technology (product) and traditional technology (product), informatization management (organization) and industrialization management (organization), different industries (development stages), four perspectives of III are put forward. Then, based on analyzing the problems of technology-oriented and business-oriented method, an effectiveness and capacity-oriented method is proposed for III, as well as nine principles of management. Finally, a spiral ascending path is clariifed which includes equipment (product) modernization, process informatization, management intensiifcation and market (service) coordination.
