《中国制造2025》规划的发布为我国石化化工行业发展指明了方向。本文在分析我国石化化工行业发展现状和取得主要成绩的基础上，剖析了《中国制造2025》为化工行业发展带来新的机遇，指出在“十三五”规划中，应继续贯彻落实《中国制造2025》规划精神，实施创新驱动战略，大力推动“两化”深度融合，实施绿色发展战略，大力发展新材料，抓住“一带一路”战略机遇，提高行业国际化经营能力。

According to the theory of new industrialization and related measuring method, this paper measured and analyzed the overall new industrialization level and the level of each layer in the urban agglomeration in the middle reaches of the Yangtze River as well as the four provinces in the middle reaches of the Yangtze River, Hubei, Hunan, Jiangxi, Anhui respectively. The results show that from 2002 to 2010, the new industrialization level of the urban agglomeration in the middle teaches of the Yangtze River was relatively low, but demonstrated a tendency of increasing year by year. So it is still in the primary stage of new industrialization, so do the four provinces in this area. The comprehensive index and the index of each layer in those four provinces are different with different degrees, and change with time. As far as the new-type industrialization index is concerned, Hubei and Anhui are the top two, and Jiangxi is gradually catching up with Hunan. The index of Hubei province is superior to the other three provinces in the industrialization process, science and technology and the use of human resources. Jiangxi province has certain advantages in terms of international competitiveness.
