从概念比较视阈聚焦高职院校中外合作办学项目国际化与本土化共生关系，通过分析目前高职教育国际化过程存在的主要问题，指出影响本土化实施的主要障碍，提出加强顶层设计、强化引智合力、完善制度保障的融合引进策略和本土化实施路径，以实现高职教育国际化与本土化的和谐发展。

From the view of concept comparison, this thesis focuses on the coexistence of internationalization and localization of Sino-foreign cooperative running projects in higher vocational colleges. Through analyzing of the main problems in the internationalization process of higher vocational education, the main obstacles to the implementation of the localization have been pointed out. The paper also puts forward that top-level design and talent recruitment efforts should be strengthened, and security system integration of the introduction of the localization strategy and implementation path should be improved, in order to realize the harmonious development of higher vocational education internationalization and localization.
