在分析新疆工业结构现状和新疆水资源环境自身特点的基础上,建立了基于水资源约束下的包含社会、经济、环境和生态目标的新疆工业结构动态调整模型,并给出了目标函数和经济、资源环境等约束表达形式. 通过改进的带精英策略的快速非支配排序遗传算法,利用Matlab等分析支持工具计算新疆不同农业节水强度,农业用水向工业用水转让情景下的新疆工业结构调整方案,从实践角度验证工业结构动态调整模型的有效性和实用性.

Based on analysis of the status of industrial structure and the self characteristics of water re-sources and environment in Xinjiang , the paper established a dynamic adjustment model of industrial structure of society , economy , environment and ecological target under the restriction of water resources in Xinjiang .It gave an expression form about objective functions and economy , resources and environment constraint .Through a fast non dominated sorting genetic algorithm based on the improved strategy ,it used the Matlab platform to calculate the density of different agricultural water saving in Xinjiang .The paper proposed the adjustment scheme of industrial structure in the scene of transformation of agricultural water into industrial water .The paper certified the effectiveness and practicality of the dynamic adjustment mod-el of industrial structure from the view of practice .
