全国职业教育工作会为高职院校社区教育办学指明了方向，体现了高等职业院校教育服务社区的职能。通过对高等职业教育与社区教育的资源配置的优化、教育服务的多元化及合作目标的同一化的探讨，以及对高等职业教育与社区教育合作经营模式案例的分析，提出地方高职院校的社区教育合作化办学要大力推动高等职业院校的社区化办学，社区企业要参与地方高职院校建设，实现社区教育专业化、职业化，建立有效的资源共享和成本控制模式。

National Work Conference On Vocational Education showed the direction for community-based education of higher vocational colleges,which reflected the community service functions of higher vocational colleges.By exploring the optimization of education resource allocation between higher vocational education and community education,diversification of education service and identification of cooperative target,and analyzing the cases of cooperative education mode between higher vocational education and community education,this paper puts forwards that,to develop the community-based cooperative education in local higher vocational colleges,community education needs to be promoted and community-based enterprises are needed to participate in constructing the higher vocational colleges so as to professionalize the community education and establish an effective mode of resource-sharing and cost-controlling.
