The construction and implement of teaching quality monitoring system in undergraduate universities should be ori-ented toward an all-round improvement of teaching quality. Only with a deep understanding of this orientation, can a scientific teaching quality monitoring system be constructed. Besides, an all-round improvement of the monitoring system should place em-phasis on monitoring and diagnosing of education subjects.
