县治良吏刘衡为官蜀地八年，恪守循吏之道，大力实行“仁政”，在吏治、律治实践上颇有见地。以他的《庸吏庸言》总结地方社会治理经验的官箴书为主要视角，可展现刘衡眼中的清代讼师、分析讼师受规制的主要原因、解析刘衡对讼师唆讼行为的回应。

현치량리류형위관촉지팔년，각수순리지도，대력실행“인정”，재리치、률치실천상파유견지。이타적《용리용언》총결지방사회치리경험적관잠서위주요시각，가전현류형안중적청대송사、분석송사수규제적주요원인、해석류형대송사사송행위적회응。
LIU Heng is an official who governed a county in Shu for eight years. And he is a well-known good official as he vigorously implemented the“benevolent policy” during his term of governing. Besides, he is also an expert of government admin-istration and law administration. Yong Li Yong Yan is a book he wrote from his own governing experience. In this book, LIU Heng described the ideal legal counsels of Qing Dynasty in his eyes;analyzed the main reasons why legal counsels should be reg-ulated;and responded to soliciting action of legal counsels.
