新一轮文化产业并购潮，是因应经济新常态，在转方式、调结构以及世界后金融危机时代多重经济因素叠加背景下，文化产业层面和资本市场出现的一股投资浪潮。本轮文化产业并购潮结构性“洗牌”效应强大，表现出社会资本并购活跃，上市公司资本流入特征明显，跨行业、跨地域、跨所有制并购特点突出，传统文化企业转型并购意图明显，以及以“文化＋科技”为主要动力机制和并购方向等特点。应对新一轮文化产业并购潮，必须前瞻性把握未来文化产业发展和布局的趋势和方向，大力支持本地文化企业实施“三跨”并购，并以混合所有制经济为方向，推进国有文化单位转企改制，活化国有文化资本参与并购的体制机制；同时辅之以建立统一的并购工作平台，加强对文化产业并购进行战略性引导协调，扩大文化产业投资基金，着力培养文化产业并购骨干人才等举措。
