安德烈亚斯·施莱歇尔(Andreas Schleicher)现任经济合作与发展组织(Organization for Economic Co-operation and Development,简称经合组织或OECD)教育技能司(Directorate for Education and Skills)司长和教育政策特别顾问,一直致力于促进该组织工作在全球的推广,加强国际合作。经合组织教育技能司长期致力于帮助国家和个人发展知识和技能,推动更好就业与生活,促进财富创造与社会包容。该组织通过开展PISA测试(国际学生评估项目)、TALIS项目(国际教学调查)、AHELO项目(高等教育学习成果测评)和PIAAC项目(国际成人能力测评)等项目,鼓励世界各国比较各自经验,相互学习。<br> 加入OECD之前,施莱歇尔先生是国际教育成就评价协会(Analysis at the International Association for Educational Achievement,简称IEA)的主任。曾在德国学习物理,在澳大利亚获得了数学和统计学的学位,获得众多奖项,包括以战后联邦德国第一任总统名字命名的“特奥多尔·霍伊斯奖”,并获得海德堡大学荣誉教授称号。<br> 2015年5月,在青岛由联合国教科文组织和中国教育部合作举办的首届国际教育信息化大会上,施莱歇尔司长作了题为“学习转型:重视创新教学”的主题演讲。在本次访谈中,他阐述了OECD在教育信息化方面的举措、规划和教师培训在教育信息化进程中的重要性,并指出目前技术的更新换代在某种程度上是在扩大差距而非缩小差距,因此需要有效的策略予以干预,建议各国应该注重有效的教育投资,为国家的未来发展助力。

Editorial Comment:Andreas Schleicher is Director for Education and Skills, and Special Advisor on Education Policy to the Secretary-General of OECD. As a key member of the OECD Senior Management team, he supports the Secretary-General’s strategy to produce analysis and policy advice that advances economic growth and social progress. He promotes the work of the Directorate for Education and Skills on a global stage and fosters co-operation both within and outside the OECD. In addition to policy and country reviews, the work of the Directorate includes the Programme for International Student Assessment (PISA), the OECD Survey of Adult Skills (PIAAC), the OECD Teaching and Learning International Survey (TALIS), and the development and analysis of benchmarks on the performance of education systems (INES). Before joining the OECD, Mr. Schleicher was Director for Analysis at the International Association for Educational Achievement (IEA). He studied Physics in Germany and received a degree in Mathematics and Statistics in Australia. He is the recipient of numerous honours and awards, including the “Theodor Heuss” prize, awarded in the name of the first president of the Federal Republic of Germany for “exemplary democratic engagement”. He holds an honorary professorship at the University of Heidelberg. On the International conference on ICT in Education hold by UNSECO and MOE of China in Qingdao, he gave a panel on Transforming learning: Mainstream innovative pedagogies. In this interview, he shared with us the measures and plans of OECD and the importance of teachers training on ICT in education. He holds that technology does not shorten the social gap but increase the gap, so we need a strong strategy to reduce or close social gaps. He suggests that governments should make sure that the effectiveness of investment on education for the development of their countries in future.
