通过分析我省若干历史上形成的地面环境受到破坏现在需要治理的金属矿山实例 ,提出了涉及矿山责任、经济付出、技术手段、矿山与地方政府关系、国家环保政策缺失等一系列地面环保制约矿业开发的具体问题 ;同时也给出了从矿山开采技术进步手段出发 ,彻底杜绝地面环境破坏并逐步科学地处理历史遗留问题的良好矿山范例.提出了矿山环保向良性循环发展的希望与对策 ,为矿业开发与矿山环保技术进步提供了正能量.

Through analyzing several metal mines whose ground environment were damaged in the history and now needed to govern in Liaoning province , a series of problems of restricting the development of mine are put forward , such as mining responsibility ,economy ,technology means , relationship between mine and the local government ,absence of enviromental policies;Some mining technological progress means are given as examples ,some means can completely eliminate the ground environmental damage and scientifical-ly deal with the problem left over by history . Hope and countermeasures of virtuous cycle development for mine environmental protection are proposed to provide the positive energy for mining development and mine environmental technology progress .
