"远洋船舶政委"是"国"字号远洋船舶的领导之一."远洋船舶实施政治委员制"是我国国有大型远洋航运企业独有的一大特色和优势.随着航运形势的发展和船舶建设水平的提高,加强船舶政委队伍建设,努力建立一支素质过硬的船舶政委队伍已经成为国有远洋运输企业人力资源规划的重要环节.文章依据对中国远洋运输(集团)总公司政委队伍状况的调研分析,从角色定位、建立流动机制以及从集团层面推进政委队伍建设可持续发展等诸方面提出建议.

"Ocean going vessel political commissar" is one of the leaders in stated owned ocean going vessels. Implementing the political commissar system is a unique characteristic and advantage in Chinese stat-ed-owned ocean shipping enterprises. with the development of shipping situation and the improvement of shipping construction, it becomes an important step to strengthen shipping commissars' team construction and strive to establish a high-quality shipping commissars team in the human resource planning of State-owned enterprises in the ocean transportation. This paper, on the basis of investigation and analysis of commissar's current situation of COSCO, is intended to put forward personal opinion on the process of shipping commissars team construction from the role positioning, establishing flow mechanism and sustainable development carried forward by COSCO Group.
