交通基础设施优先发展是加快京津冀一体化进程的重要载体。进一步完善京津冀城市群综合交通体系建设,对最终实现区域交通互联互通、有效疏解北京中心城区交通压力、提升区域运输综合水平具有重要意义。文章基于京津冀城市群交通基础设施现状与特征,构建京津冀交通综合运行效率评价指标体系,运用数据包络分析方法对京津冀交通运行效率及各交通运输系统间运行动态协调度进行测度与评价。研究发现,当前在城市群综合交通体系建设方面仍然存在很多问题,如综合交通对区域一体化发展支撑不足、区域交通发展不平衡、运输结构不合理、运输组织效率有待提高等。为更好地促进京津冀交通协同创新,一要建立协调统一、行之有效的管理政策;二要加快城市、城际轨道交通建设;三要整合区域内机场资源,打造亚太地区国际航空枢纽;四要加强海空港间协作,共建国际航运、物流、客运中转枢纽。

Giving priority to the development of transportation infrastructure is the important carrier for the integrated development of Beijing-Tianjin-Hebei. Further improving the construction of comprehensive transportation system of these city group is of great significance for realizing the regional transportation connectivity,relieving the transportation pressure on central Beijing,and improving the regional transportation level. The authors summarize the present situation of transportation of Beijing-Tianjin-Hebei,build the evaluation model of comprehensive traffic efficiency,and measure both the operational efficiency of each subsystem and the coordinated development degree between them by using the method of Data Envelopment Analysis. Through the empirical research,main problems need to breakthrough are the insufficient support of rail transit for regional integration,the unreasonable and imbalanced structure of regional transportation,and the inefficiency of transport organization. To better promote the coordinated innovation of transportation system in Beijing-Tianjin-Hebei,we should,first,establish the unified and efficient management policies;second,we should accelerate the city and intercity rail transit construction;third,we should integrate the regional airport resources;and fourth,we should strengthen the collaboration between the airport and other countermeasures.
