利用成都市相关数据以及调研结果 ,采用公共政策评估中的全过程综合分析框架构建增减挂钩政策评估的指标体系并进行评价.结果表明 ,成都市2011—2013年增减挂钩政策的制定有较充分的理论和现实依据 ,政策的执行较为规范科学 ,政策效果比较满意.但依然存在法律效力不强 ,配置效率不高 ,规划有待完善 ,资金渠道需拓宽 ,农民权益保护和耕地保护需加强 ,指标周转问责机制缺位等问题.提出完善并提高增减挂钩政策的法律地位 ,探索增减挂钩与其他土地制度改革的统筹协调 ,探索与城镇化结合的管控机制 ,在赋予农民土地发展权基础上探索科学合理的收益分配机制 ,改革和完善项目监督和验收制度 ,建立健全相关保障措施等对策.

With the data of Chengdu's policy of "Increase-Decrease-Connection" and the results of questionnaires , this paper constructs an index system based on the framework of Comprehensive Analysis in public policy evaluation .The results of the Empirical Analysis show that ,there is plenty of theoretical and practical bases for formulation of Chengdu's policy ;the implementation of policy is relatively reasonable and regulatory ;a satisfactory performance is achieved .There are still following main issues:lack of legal basis ,low allocation efficiency , underdeveloped plans ,narrow financing measures ,unsubstantial systems for protecting farmers' rights and arable land ,lack of accountability mechanisms ,etc ..Sever solutions are presented as follow s :to improve the legal status of policy ;to explore the coordination (with other institutional reforms) ,the control mechanism (combined with the urbanization) and the profit-sharing mechanism (based on land development right for farmers);to improve the supervisory system over projects;to perfect the relevant guarantee measures .
