基于改进的“纵横向”拉开档次动态综合评价法,对中国31个省(自治区、直辖市)的区域科技创新能力进行了动态综合评价。结合K‐均值聚类分析方法,对其区域科技创新能力的发展变化进行了比较分析。利用熵值法找出了影响区域科技创新能力的关键因素,进而提出提升区域科技创新能力的有效途径。

This paper evaluates the scientific and technological innovation capabilities of Chinese provinces and autonomous regions by using the improved "vertical and horizontal"evaluation method.Then combining with K‐means cluster analysis method ,it analyzes the changes of the sci‐entific and technological innovation capabilities of them during 2008‐2012.Finally ,it finds out the key factors affecting regional scientific and technological innovation capability by the entropy method ,and points out the the effective ways to improve regional scientific and technological innovation capability.
