人的城镇化是新型城镇化的核心，“以人为本”是新型城镇化的首要原则，也是研究新型城镇化问题的一个基本视角。当前由政府推动的新型城镇化如果不能很好地保证农民的利益，必然会违背城镇化的初衷。该文从以人为本的视角来分析新型城镇化过程中如何保障农民的利益，从而使城镇化更好地回归到它本来的发展逻辑轨道上来，切实成为造福农民的平台，最终实现人的全面发展。
인적성진화시신형성진화적핵심，“이인위본”시신형성진화적수요원칙，야시연구신형성진화문제적일개기본시각。당전유정부추동적신형성진화여과불능흔호지보증농민적이익，필연회위배성진화적초충。해문종이인위본적시각래분석신형성진화과정중여하보장농민적이익，종이사성진화경호지회귀도타본래적발전라집궤도상래，절실성위조복농민적평태，최종실현인적전면발전。
Man's urbanization is the core of new urbanization."People -oriention"is the first principle of new urbanization,and also a basic visual angle of study on new urbanization problem.Currently the new urbanization driven by the government can not guarantee the interests of the farmers well,inevitably contrary to the original intention of urbanization.This paper analyzes how to protect the interests of farmers in the process of new urbanization from the perspective of human orientation,so that urbaniza-tion can better return to its original development logic orbit,and effectively become the platform for farmers,finally realize the full development of human.
