改革开放以来邓小平对民生建设顶层设计，提出了“一个战略”，即人民生活“三步走”战略；“四个转变”，即：转变对社会主义的认识、转变对时代主题的判断、转变经济运行的机制、转变资源配置的方式，形成了逻辑严密的民生建设总布局思想。这对于丰富马克思主义中国化理论成果、推进当前民生建设有着重要意义。
改革開放以來鄧小平對民生建設頂層設計，提齣瞭“一箇戰略”，即人民生活“三步走”戰略；“四箇轉變”，即：轉變對社會主義的認識、轉變對時代主題的判斷、轉變經濟運行的機製、轉變資源配置的方式，形成瞭邏輯嚴密的民生建設總佈跼思想。這對于豐富馬剋思主義中國化理論成果、推進噹前民生建設有著重要意義。
개혁개방이래산소평대민생건설정층설계，제출료“일개전략”，즉인민생활“삼보주”전략；“사개전변”，즉：전변대사회주의적인식、전변대시대주제적판단、전변경제운행적궤제、전변자원배치적방식，형성료라집엄밀적민생건설총포국사상。저대우봉부마극사주의중국화이론성과、추진당전민생건설유착중요의의。
Den Xiaoping put forward "a strategy"and "four transform"in the top plan of improving people's liveli-hood since reform and open-up.The overall arrangement is logically made up of the three-step development of peo-ple's livelihood strategy,the transform of understanding of socialism,the transform of the judgment of the theme of the times,the transform of the mechanism of economic operation and the transform of the way of resources alloca-tion.It is important for development of the theory achievements of Marxism in China and improving present people's livelihood.
