以河北省为例，运用DEA方法对河北省工业企业技术创新绩效进行分区域、分行业以及分企业类型三方面的实证研究，并进一步分析了河北省工业企业技术创新驱动力因素，提出了区域工业企业技术创新驱动战略：构建“产学研、金、介、政”六位一体的协同创新模式；培育以产业为导向的技术创新投入增长机制；打造工业互联网常态技术创新、深挖和拓展原有竞争优势；引导和创造市场需求拉动企业技术创新发展的良性驱动力；实施人才结构多元化战略；强化以法治为基础的技术创新制度保障。

Taking Hebei province as an example, this paper used DEA method to carry on the empirical research on the performance of technological innovation of industrial enterprise from regional, industry and enterprise type three aspects, and analyzed the driving force factors of technological innovation of industrial enterprises of Hebei Prov -ince.It finally puts forward some technological innovation driven strategy for the regional industrial enterprises :building"industry-university-institute, finance, Intermediary, government"collaborative innovation mode;cultiva-ting the investment growth mechanism for technology innovation of oriented industry ;building industrial Internet in technology innovation, to dig and expand existing competitive advantage ; guiding and creating market demand a good driving force of enterprise technology innovation and development; implement the strategy on talent structure diversification;strengthening technology innovation based on the rule of institutional guarantee.
