当前，我国财政收入形势已经进入中低速增长的“新常态”。受国内“三期叠加”普遍矛盾和压产治污特殊任务的双重影响，河北省财政收入形势更加严峻，财政收入增速已经跌入分税制以来的历史最低值，这主要受经济形势、环保政策、税收体制、收入征管及政治考核等多方面因素影响。推动河北省财政收入的持续、稳定增长，亟须进一步推动经济结构转型升级、吸引优质财源项目落户、预研预判财政体制改革、大力加强税费收入征管、完善财政收入考核机制。
