In the process of deeply propelling economic globalization and society informatization, open innovation is of great importance. Features, connotation and realization approaches of open innovation were introduced in the paper. Factors restricting improvement of agricultural science and technology innovation capacity were analyzed based on open innovation. Countermeasures for promoting open innovation of agricultural science and technology were put forward accordingly, such as intensifying consciousness of open innovation, motivating creativity emotion, perfecting mechanism of open innovation, hasten generating development power, optimizing innovation resource integration and improving innovation efficiency, etc. These were for shift of innovation pattern, enhance the innovation capacity of agricultural science and technology, create a new situation of agricultural science and technology innovation and push modern agricultural construction to a new level.
