With the advance of agricultural science and technology system reform, many challenges and chances have been encountered by agricultural science and research institutes. Do or not to do and how to do has become an emergent question of these institutes. Based on the reform practice of Jiangsu Academy of Agricultural Sciences, some solutions were summarized, and the function of investing enterprise was studied. Suggestions were put forward, such as to rationalize the relationships among sponsors′ responsibility, right and benefits, strengthen the supervision and administration of the state-owned assets, give full play to the production and research units of their respective advantages, promote the close cooperation of production and research. Besides, in the transition period of investing enterprises becoming the subject of innovation, policy supports should be given by the state.
