数字经济风起云涌，网络侵权成为各国互联网时代版权改革的核心，网络著作权侵权以网络服务提供者责任为焦点。本文从网络服务提供商的范围出发，通过对国内外网络服务提供商侵权责任的立法与实践比较，分析与网络服务提供商（IS P ）侵权责任相关因素，指出IS P侵权责任的复杂与存在的分歧，提出以IS P版权责任为基础，结合其他经济法律、行政法规，建立IS P责任体系，使著作权制度符合互联网发展所需。

Online copyright infringement has become the major concern of reform in copyright law in internet times .T he focus of this issue is liability of ISPs .T his paper compares legislation and justice in liability of ISPs in different countries ,studies related reasons of online copyright infringement of ISPs , and states complexity and divergence in liability of ISPs .It also points out that the liability system of ISP should be based on copyright liability and other economic and administrative duties .The aim of this paper is to promote reform in this area .
