促进基层政府治理能力和治理水平的现代化既是依法治国的重要内容和目标之一,也是基层政府治理努力的方向.基层政府治理活动离不开公众的有序参与和支持,公众参与治理是提升基层政府治理能力和水平、实现治理能力现代化的基础性力量.公众有序参与治理有利于提升基层政府治理的公信力、领导力、组织力和执行力.提高公众参与治理的成效需要不断完善有利于公众参与的条件与环境.

Promoting the modernization of governing capacity and level of governing management is not only important content and goal of rule of law,but also the direction where grassroots government should focus its efforts. Grassroots government's activities cannot do without the public's orderly participation and support,the public's orderly participation is the basis in enhancement of grassroots government's governing capacity and level, the basis in modernization of grassroots government's governing capacity. The public's orderly participation is conducive to upgrading level of grassroots government's credibility,leadership,organization and execution in the governance activities. To improve the effectiveness of the public's orderly participation needs to create the conditions and the environment which are beneficial to the public's orderly participation.
