近年来,城市化进程不断加快.随着风险社会的到来,迅速集聚的社会生产要素给城市发展带来活力的同时,也使城市面临越来越多的公共安全风险,为了保障城市公共安全,实现城市的可持续发展,构建完善的风险评估机制势在必行.2014年12月31日发生的上海外滩的踩踏事件折射出现有城市公共安全风险评估机制的不足,必须完善风险评估机制,明确评估主体及职责,规范评估程序,强化多元评估,推动评估的协同合作,夯实城市公共安全风险防控基础.

It's necessary to perfect the risk assessment mechanism, confirm the main and responsibilities of assessment, standardized assessment procedures, strengthen the multiple assessment, and promote the collaboration of assessment, then reinforce the foundation of risk assessment of urban public safety.
