为积极探索医疗服务付费改革,对既往单病种费用限额收费工作推进效果不理想的主要原因进行分析,通过引入第三方议价、全成本核算以及以工作量为基础的绩效考核分配等机制创新措施,实现了74种门诊慢病、18种住院大病的按病种定额付费结算模式,取得了良好效果.医疗服务付费改革本质上是管理革新,必须是个综合协调推进的过程,机制创新对于推进改革是必要条件.

Analyzes unsatisfactory main cause of charge working in past single disease sort costs in order to explore medial service reform. Through introducing the innovation measures such as the third party bargaining, total cost accounting and performance assessment allocation based on workload. It carries out quota pay model of 74 kinds of chronic and 18 kinds of hospitalization major diseases, gets achieved desirable results. Medical service pay reform is essentially a management innovation. It is the process of comprehensive coordination. Mechanism innovation is the necessary condition for promoting reform.
