“中高职衔接”是构建职业教育体系的应有之义,作为国家教育发展战略由来已久,但是在长期的教育发展现实中却举步维艰。制约因素是多方面的,而根本的原因在于“应试教育”体制的制约,而围绕体制制约又盘结着课程不衔接、专业不匹配、学制不融合等多重制约因素。2015年是《现代职业教育体系建设规划(2014-2020年)》规定的“全面实现中高职衔接”之年,长期形成的困局必须破解,而破解这一困局需要树立系统思维,从长计议、精细安排,以体制改革创新为抓手,课程衔接、专业匹配、学制融合等多重要素协同推进,注重调动中职和高职两个方面的积极性合力攻关,努力将写在纸面上的美好愿景变为当下中国教育改革发展的现实成果。

Linkage of secondary and higher vocational education is the inner meaning for the construction of vocational education system as well as a national education development strategy for a long time. However, it is very difficult to implement in practice, and the restraining factors come from various sides. The fundamental reasons lie in the examination-oriented education system, and the dis-joint of curriculum, mis-matching of specialties and dis-infusion of school system also have great impacts on the problem. 2015 was the aiming year of “comprehensively realizing the goal of secondary and higher vocational education linkage”, we must try best to solve the predicament of dis-joint of secondary and higher vocational education. In order to solve the problem, it must establish systematic thinking, plan from the long-term perspective, fine arrangements, take reform and innovation as the starting point, pay attention to arouse the enthusiasm of secondary and higher vocational education, and make efforts to put the beautiful written vision into practical education reform and development results.
