提高城市化管理水平是目前我国促进国家与区域经济社会发展的重要战略任务，也是保证新型城镇化顺利进行的必要前提。运用城市化管理率与城市化管理指数方法，对中国四大战略区域及其所包括省份的城市化管理水平进行定量分析，可以发现：东北与东部地区的城市化管理水平较高，而中西部地区的管理水平较低。因此，中央政府应该将新型城镇化试点与提高城市化管理水平结合起来，将关注重点放在城市化管理水平较低的省份，以均衡全国的区域发展格局；不同区域与地区发展和管理水平不一，地方政府工作的重点应该是针对目前存在的突出问题，在促进城镇化的过程中注重城镇化率与城市化管理率的匹配，即适时通过行政区划调整将已经城镇化的地区纳入城市化管理。

Improving urbanized management has become an important strategic task for promoting China’s national and regional economic and social development,as well as a prerequisite for smoothly promoting the new type of urbanization.The paper proposes a new approach———the rate of urbanized management and the index of urbanized management,and evaluates its effectiveness and applicability in the analysis of the level of urbanized management in different regions.The main conclusion is that urbanized management in China’s northeast and east regions displays a higher level,as compared with that of China’s central and western regions,though there are some exceptions.Policy implications thus can be drawn as follows:The central government should combine the pilot projects of new type of ur-banization with improvement of the levels of urbanized management,and focus on the 15 province-level administrative areas with lower levels of urbanized management and other 3 “double negative sign”areas so as to balance the country’s regional development pattern.As development and manage-ment varies in these regions,local and regional governments should shift their focus to the prominent problems they are facing,pay close attention to match the rate of urbanization and the rate of urban-ized management during the process of promoting urbanization,that is,duly incorporate areas that have been urbanized into urbanized management through adjustment of administrative divisions.
