为了降低电气化铁路的基本电费,基于牵引负荷实测数据以基本电费最小为原则确定合同年中的约定最大需量,使得按需量计费的年度基本电费最小,与容量计费的年度基本电费相比较,选择合适的计费方式,并采用拟合及BP网络分别估计最大需量,考虑误差偏大,提出以最优加权的组合方法估计最大需量,从而以基本电费最小为原则确定约定最大需量和按需量计费的年度基本电费,其估计结果误差较小,可为电铁用户选择约定最大需量提供参考.

To decrease the basic tariff of electric railway, the agreed maximum demand in the contract year is determined by the principle of minimizing the basic tariff based on the measured traction load data so as to minimize the annual basic tariff charged by demand. The annual basic tariff charged by capacity and by demand is compared to select proper way of charge. And the fitting method and BP Network are used to estimate maximum demand separately. Considering of the big error, the combination method of optimal weighting is put forward to estimate maximum demand so as to determine the agreed maximum demand and the annual basic tariff charged by demand by the principle of minimizing the basic tariff. The results show that the error is small enough so that it can be the reference for electric railway users on the selection of agreed maximum demand.
