在我国土地的出让市场中,根据开发商对土地的用途,将开发商分为近期开发土地的开发商和采取寻找最优开发时机策略的开发商.在基于开发商的策略行为下,引入最优定价与供应量选择模型,考虑土地供应量大于需求量,土地出让价格固定以及土地供应量固定这3种情况,探讨政府的最优收益问题.从而提出土地供过于求时划分土地出让市场阶段的建议,在土地价格固定时,引导第一阶段高值开发商,在土地供应量有限时,采取限量配给的原则.

Owing to different uses of land,there are myopic developers and strategic developers who search for the optimal development opportunity in the Chinese land leasing market. The optimal pricing and capacity choice model are introduced with the developers' strategy to improve the government's optimal revenue,with the consideration of three cases,including the land supply being greater than demand,the price of land leasing being fixed,and the fixed supply of land. This paper provides suggestions for segmenting the land grant market when the land supply exceeds its demand,which are to guide the high price developer of the first segment when prices are fixed prices in the market,and to set a fixed ration when the land quantity is limited.
