宁夏在探索解决城乡居民大额医疗费用负担问题上，发挥基本医保城乡一体化、应保尽保和省级统筹等优势，取得良好保障效果。2015年1-6月，在基本医保基础上报销比例提高16个百分点。但从全国范围看，尚需坚持权利与义务相对应的原则，处理好居民医保与职工医保的关系，大病保险的经办服务也亟待改变手工操作现状，增强参保群体的可及性。

In Ningxia, we have made the integration of urban and rural medical insurance, the policy of all-coverage and overall planning in provincial level, playing full roles in reducing the burden of large medical expenses in urban and rural residents, and a good effect has been achieved. During the time from January to June, 2015, on the basis of basic medical insurance, reimbursement rate has been increased by 16%. But from nationwide aspect, we should insist on the principle of right corresponding to compulsory, handle well the relationship between the residents medical insurance and employee health insurance. Meanwhile, the manual operation in managing insurance service should be improved as fast as possible, so that we could enhance the accessibility of system for the insured group.
