建立科学合理而稳定的筹资机制是医保制度可持续发展的必然要求。为实现筹资机制的优化，我们提出以下基本对策：合理确定既合乎社会经济发展水平、各筹资主体承受能力，又与待遇水平相匹配的筹资水平；明确筹资主体的责任、合理分担比例；建立适应财政、居民收入增长状况和医疗费用上涨趋势的筹资动态增长机制；建立保障实现合理稳定筹资机制的法律法规；确定完善的征缴管理措施和高效便捷的征缴手段。

Establishing a reasonable and stable funding-raising mechanism is necessary for the sustainable development of medical insurance system. In order to optimize the fund-raising mechanism, some suggestions are made, such as matching the level of socio-economic development and the affordability of funding paying parties with the treatment level;specifying the responsibilities of each funding-raising party and their appropriate sharing ratio; establishing a dynamic growth mechanism fitted with government financial ability, residents income level and the growth of medical cost;establishing laws and regulations to guarantee a reasonable and stable fund-raising mechanism;and determining perfect management, and efficient and convenient means in fund collection.
