设计是创新经济时代的竞争手段，它的作用不但反映在微观的企业与产品中，而且体现于“国家战略”的宏观层面。作为“国家创新系统”的重要组成，“国家设计战略”涉及政府部门、科研机构、协会组织、企业和大学，是一个复杂的系统工程。它要求构成主体在各尽其责的同时积极调整自身，以达成相互间的协同。“国家设计战略”引导下的设计教育改革将使高校在“国家创新系统”中的潜能得到进一步发挥。

Design is the means of competition in innovative economy era. Its role is not only reflected in the micro enterprises and products, but also reflected in the national strategy macro level. As an important part of National Innovation System, National Design Strategy involves government sectors, research organizations, associations, enterprises and universities. Thus, it is a complex system engineering. It requires the main parts to adjust themselves actively while doing their own duties so that they could achieve coordination with each other. The design education reform, which is guided by National Design Strategy, wil make the potential of coleges and universities in National Innovation System get further developed.
