为落实习近平总书记“落实集体所有权、稳定农户承包权、放活土地经营权”的要求，有效破解农村发展的资金难题，近年来，内江市威远县积极开展农村金融改革试点，努力探索农村土地承包经营权抵押贷款办法。笔者对内江市威远县农村土地承包经营权抵押贷款(以下称“农地贷款”)情况开展实地调研，全面分析“农地贷款”的主要做法、成效和经验，拟为当前各地破解“三农”融资难题提供依据和参考。

In order to put into practice President Xi’s call to “Carry out the collective ownership,stabilize farmers’ contractual right of land and breathe new life into farmers’management right of land”,and find an effective way to solve the capital problem in rural development,a pilot rural financing reform is recently conducted in Weiyuan county,Neijiang,hoping to find out some new ways to crack the money problem of mortgage loan via the use of farmers’contracted management right. An on-the-spot investigation is launched to examine the contracted land management right mortgage loan reform to check aspects like its principal approaches,the actual results,lessons so as to shed some light on the crack of three big problems of"Countryside,agriculture and farmers".
