我国已快速进入老龄社会，老年照护服务需求日益增长。而满足老年照护服务需求，不仅要建立全面、系统、完善的老年服务机构和设施，更要加快建立长期照护保险制度，使老年人照护服务的需求成为有效需求。本文论述了建立长期照护保险制度的必要性和迫切性，介绍了国外长期照护保险制度的建立和我国的实践，并对加快建立我国长期照护保险制度提出了具体政策建议。

China has being rapidly developed to be a aging society, and the demand for the elderly care is growing. To meet the demand of elderly care, we should not only build a comprehensive, systematic and perfect elderly service institutions and facilities, but also should accelerate the establishment of a long-term care insurance system, therefore to effectively meet the demand of health care from the elderly. This paper discusses the urgency and necessity of establishing the long-term care insurance system, introduces the experiences of foreign countries and the practices in our country, and puts forward specific policy suggestions to accelerate the establishment of the long-term care insurance system in our country.
