本文通过全面系统地回顾国家行政主管部门对养老机构、医疗机构功能定位作出的规定，认为医养融合与医养结合是两个不同的概念，前者是融为一体，后者是融洽合作。由此提出5条建议：一是做实居家养老服务；二是对失能老人发放护理费；三是整合养老专业机构；四是办好示范性的护理院；五是发展专科医院。

After comprehensive and systematic reviews on the regulations from national administrative departments for the functions of aged-care institutions and medical care institutions, it is thought that the concept of “integrated medical care and aged-care” for the older people is different from that of “combined medical care and aged-care”, in which, the former means that they are integrated as a unity, while the latter means they cooperate with each other. Based on this understanding, five suggestions are made, i.e. intensifying home-based aged-care, providing care fees for the disabled older people, integrating professional aged-care institutions, setting up model for nursing homes, and building specialized hospitals.
