面对城乡教育一体化发展提出的新挑战和新问题，成都市教育行政部门以教师管理制度变革为抓手，着力探索、大胆实践“县管校聘”制度安排，建立了教师管理服务中心，加强了教师“县管校聘”配套制度建设，构建了“县管校聘”教师交流机制，从而形成了具有成都特色的教师管理制度综合改革“样本”，相关实践成果切实转化为国家、省、市政府决策依据，助推了成都市教育现代化水平显著提升，实现了全市义务教育高位均衡发展。
麵對城鄉教育一體化髮展提齣的新挑戰和新問題，成都市教育行政部門以教師管理製度變革為抓手，著力探索、大膽實踐“縣管校聘”製度安排，建立瞭教師管理服務中心，加彊瞭教師“縣管校聘”配套製度建設，構建瞭“縣管校聘”教師交流機製，從而形成瞭具有成都特色的教師管理製度綜閤改革“樣本”，相關實踐成果切實轉化為國傢、省、市政府決策依據，助推瞭成都市教育現代化水平顯著提升，實現瞭全市義務教育高位均衡髮展。

Faced with new challenges and new issues raised by the integrated development of urban and rural education ,the education ad-ministration departments in Chengdu have explored actively and practiced boldly the policy of“Job Rotation” .This is the starting point of teach-er management system reform .Through a series of policy measures ,Chengdu has established a teacher management service center ,strengthened corresponding system and constructed a teacher exchange mechanism of the policy of“Job Rotation” .Thereby there is a“sample”of the com-prehensive reform of Chengdu teacher management system , and related practice transform effectively into national ,provincial and municipal government decision-making basis .The above mentioned improve the level of modernization of Chengdu education significantly ,and achieve a balanced development of the city’s compulsory education .
