科技金融发达地区都具有一定区位优势。影响科技金融区位优势的因素较多，但制度安排起到重要作用。本文从政府主导的科技投入体制、金融机构的垂直管理体制、区域信用制度、人才制度、监管体制、政府科技金融服务能力建设等角度分析了制度因素对科技金融区位优势的影响，并提出适当给予科技贷款灵活政策、推动科技金融服务平台建设、加强人才制度建设和区域合作等对策建议。
科技金融髮達地區都具有一定區位優勢。影響科技金融區位優勢的因素較多，但製度安排起到重要作用。本文從政府主導的科技投入體製、金融機構的垂直管理體製、區域信用製度、人纔製度、鑑管體製、政府科技金融服務能力建設等角度分析瞭製度因素對科技金融區位優勢的影響，併提齣適噹給予科技貸款靈活政策、推動科技金融服務平檯建設、加彊人纔製度建設和區域閤作等對策建議。

Sci-tech finance developed Areas has certain location advantages. There are many factors that work on the location advantages of sci-tech finance, but the arrangement of system is playing an important role. This paper analyzes the influence on the institutional factors which impact on the location advantages of sci-tech finance from these angles: the government-led investment system in science and technology, the line management system in banking institution, the regional credit system, the personnel system, the supervision system and the construction of the sci-tech financial serviceability of government. At the same time, this paper proposes some countermeasures such as giving flexible policy in sci-tech loan, promoting the construction of the service platform of sci-tech finance and strengthening the construction of personnel system and regional cooperation.
