随着中国加入WTO,开始将关注点转移到海外高层次人才尤其是海外高层次华人上面,相应出台了一系列引进海外高层次人才的政策.总体上,这些政策实施的效果良好,但是也发现了一些问题,尤其是关于物质方面激励政策的问题.本文主要以寻租理论为基础,对我国海外高层次人才激励政策实施过程中产生寻租行为进行分析.首先,分别从寻租的含义和政府的寻租行为两个方面对寻租理论进行概述,其次,以"千人计划"的激励措施内容为案例进行产生寻租的原因,分别为信息不透明和过于重物质激励,最后,提出一些建议.

China has focused on high-level talent overseas specially high-level Ethnic Chinese since it's acces-sion into WTO. Our country made policies for attracting high-level talent overseas. The implementation of these poli-cies are good generally but there is some problems with material incentive policies. This text analyses rent-seeking behavior question appearing in the course of material incentive policies implementing in terms of rent-seeking theory. At first I summarize the rent-seeking theory from two aspects. They are the meaning of the rent seeking and Govern-mental action of rent-seeking. Secondly, I take the support measures of "The Recruitment Program for Foreign Ex-perts" for example to analyse the reasons how rent-seeking behavior appeared. They are unclear information and heavy material incentive. Finally, I give some suggestions.
