在新型城镇化发展背景下，城市发展已不能是简单低效的空间扩张，而必须走城乡统筹、产城互动、节约集约、生态宜居、和谐发展的道路。本文探讨了新型城镇化背景下，山地城镇城市设计的价值取向应从目标导向转向问题导向，进程控制应从有限主体转向多元价值，操作机制应从宏大手笔转向精细手法，以此构建城市设计基本工作框架。

abstract Urban development is more than simple urban expansion. In the context of New-type Urbanization, urban development needs to integrate the urban and the rural, to connect productivity and livability, to reduce resource consumption, to conserve ecological environment, and to boost harmonious development. This article explores urban design strategies for the mountainous towns under the background of New-type Urbanization. It suggests that urban design needs to change from an objective-oriented process to a problem-solving process, the process also needs to adapt to pluralistic values and public participation, the operating mechanism needs to pay more attention to detailed environment, and thus these constitute the basic framework of urban design.
