从我国快速城市化进程中存在的“建筑乱象”、城市风貌趋同、城市特色丧失等现象入手，分析城市建设中存在的空间管控缺失问题，提出加强城市设计是新型城镇化对城乡规划变革的必然要求。进而分析了城市设计面临的认识不统一、定位不明确、体系不完整、管控机制不成熟等现实困境。通过分析这些困境出现的原因，从四个方面提出加强城市设计工作的基本思路和重点内容：（1）明确城市设计的定位，借鉴欧美设计控制的经验，在我国现有规划体系框架下建立与规划控制并重的设计控制体系；（2）建立城市设计相关制度，统一认识，规范城市设计的编制和管理；（3）建立与规划管理对接的城市设计管控机制，强化城市设计实效性；（4）加强城市设计教育培训，培养城市设计人才。

abstract In the period of rapid urbanization in China, there existed phenomena such as construction chaos, the convergence of cityscape, the loss of urban characteristics, and others. This paper analyzes the absence of space management in urban construction, and proposes that strengthening urban design is the inevitable requirement of new-type urbanization. Then this paper analyzes the realistic predicaments of urban design such as its divergent understanding, its uncertain positioning, its incomplete system and the immature control mechanisms. Lastly, it puts forward the basic ideas and key contents for strengthening urban design from four aspects:(1)Clarifying the positioning of urban design. European and American experiences are lessons for China to establish the design control system;(2)Introducing related regime of urban design , and standardizing the preparation and management of urban design;(3)Establishing control mechanisms of urban design to connect with urban planning management and to promote the effectiveness of urban design;(4)Strengthening urban design education to cultivate design professionals.
