新型农业经营主体的快速发展对于加快推动农业现代化﹑促进农业适度规模经营等有着重要的促进作用. 但新型农业经营主体生成发展过程中也面临着损害农民利益﹑主体经营失败﹑土地规模化陷阱和社会不稳定的风险,这些风险的化解需要放在城乡一体化的背景下进行,需要协调好新型主体与农业转移人口市民化﹑新型城镇化发展之间的关系,平衡好新型主体与失地农户之间的利益关系,防止损害农民利益﹑影响社会稳定的风险;需要提升新型主体的自我发展能力,化解新型主体农业经营失败风险;需要国家严格监管制止打击以新型主体的名义套取国家补贴﹑圈占土地的异化行为,防止补贴陷阱和规模化陷阱.

The rapid development of new agricultural management subject has an important role in faster promoting the mod-ernization and suitable scale management of agriculture.However, the development of new agricultural subject is facing risks such as damaging peasant′s interests, failure of subject management, large scale trap, society instability, these risks need to be resolved under the background of urban-rural integration, it needs to appropriately coordinate the relationship of new a-gricultural management subject, civilization of rural immigrant, development of new urbanization, and balance the interest re-lationship between new subject and lost-land farmers, prevent and control the risks of damaging peasant′s interests and af-fecting society stability; It needs to enhance the self-developing ability to resolve the management failure of new agricultural subject; the country need strict supervision to stop and control the alienated actions of extracting state subsidies and land en-closure, to guard against subsidy trap and large scale trap.
