我国经济发展进入新常态的一个显著特征，就是经济增长由传统增长点代之以新的增长点，创新成为推动经济发展的新引擎。通过大众创业、万众创新，最大限度地激发市场活力，并经由市场对资源配置起决定性作用，能够有效促进发展方式转变与产业结构调整。大众创业、万众创新关键在于有没有良好的体制机制与政策环境。因此，还须更好发挥政府作用，完善相关体制机制，让大众创业、万众创新成为新常态。

That is,through the public entrepreneurship and innovation,the market vitality can be stimulated to capacity,which can effectively enhance the change of developing way and adjustment of industrial structure. The key to the public entrepreneurship and innovation lies in a good system and good policy environment,which needs the government to play its role better in prefecting the systems concerned.
