改组改造“国有资本投资运营公司”是完善国资监管体制的重要举措，也是“以管资本为主加强国有资产监管”的重要实现手段。本文界定了国有资本投资运营公司的概念，系统阐述国有资本投资运营公司的功能定位、成立方式、数量设置及国资委与国有资本投资运营公司之间的关系，并结合当前北京市国资国企改革发展实际，围绕北京市属国有企业如何改组改造国有资本投资运营公司等核心问题提出了相关政策建议。
改組改造“國有資本投資運營公司”是完善國資鑑管體製的重要舉措，也是“以管資本為主加彊國有資產鑑管”的重要實現手段。本文界定瞭國有資本投資運營公司的概唸，繫統闡述國有資本投資運營公司的功能定位、成立方式、數量設置及國資委與國有資本投資運營公司之間的關繫，併結閤噹前北京市國資國企改革髮展實際，圍繞北京市屬國有企業如何改組改造國有資本投資運營公司等覈心問題提齣瞭相關政策建議。

The restructuring and reform of “state-owned capital investment operating company” is an important measure to improve the supervision system of state-owned assets, but also an important means of “capital management”. The paper analyzed the concept of the state-owned capital investment operating company, and explained the function location, establishment method, and quantity of the company. Combined with the current development situation of Beijing state owned enterprise, the paper put forward relevant policy and recommendations about some core issues, including how to begin pilot of restructuring and reform of state-owned capital investment operating company.
