This paper expatiates the working principle,system composition,system functions,system layout and snapshot effect of automatic recording system for motor vehicles without collision avoidance of pedestrians.This system contributes to solve the difficulty of off -site enforcement by police officers,can promote the rate that motor vehicles avoid pedestrians and restrain the situation of frequent traffic accidents in pedestrian area effectively,and deserves to be popularized and applied at intersections of ordinary highways and urban roads without control of traffic lights.
