作为新型农村金融机构，村镇银行为健全县域金融体系，服务“三农”及小微企业做出了积极贡献。但随着我国经济进入新常态，村镇银行出现了吸储和信贷投放难度加大、稳健经营和转型发展难以推进等制约因素。提出适时出台指导意见，增强发展后劲；准确定位，坚持服务“三农”的宗旨不动摇；加大政策扶持，增强村镇银行活力；助力村镇银行转型升级，推进其可持续发展的对策建议。
작위신형농촌금융궤구，촌진은행위건전현역금융체계，복무“삼농”급소미기업주출료적겁공헌。단수착아국경제진입신상태，촌진은행출현료흡저화신대투방난도가대、은건경영화전형발전난이추진등제약인소。제출괄시출태지도의견，증강발전후경；준학정위，견지복무“삼농”적종지불동요；가대정책부지，증강촌진은행활력；조력촌진은행전형승급，추진기가지속발전적대책건의。
As a new type of rural financial institutions,village banks make a positive contribution to improve the county’s finan-cial system,service “three rural”and small -micro businesses.But with our country’s economy has entered a period of new nor-mal,village banks appeared some constraints:deposit -taking and credit harder,difficult to promote moderate management and transformation development.Putting forward the following suggestions:timely issue guidance,and enhance the development poten-tial;accurate positioning,and insist on the purpose of servicing “three rural”not be moved;increase policy support,and enhance the vitality of village banks;assist village banks to transformation and upgrade,and promote its sustainable development.
