新常态下提质增效是装备制造业发展的新模式. 通过突破传统投入指标,引入能源指标,更全面、客观地反映装备制造业全行业和子行业技术效率与投入冗余的实际水平. 以辽宁省为例进行实证分析,结果表明:通过引入能源指标的DEA技术效率测算值反映出普遍存在子行业的纯技术效率高于规模效率现象,但辽宁省装备制造业全行业技术效率仍是非DEA有效;纯技术效率值为1的子行业,投入冗余差值比均为0;金属制造业是七个子行业中技术效率和投入冗余表现最差的行业,而通信制造业表现最好. 该研究进一步客观地展现各子行业资源利用及投入冗余的差异.

The quality and efficiency are a new mode for the development of equipment manufacturing industry under the new normal. Through breaking the traditional input index by introducing energy indicator, the actual level of technical efficiency and input redundancy is reflected in the whole industry and sub-sectors of the equipment manufacturing industry more comprehensively and more objectively. Taking a case of Liaoning Province, it is shown that through the introduction of energy indicator of DEA technical efficiency, the pure technical efficiency universally exists in the sub-sectors is higher than the efficiency of the scale is reflected, but the technical efficiency in the whole industry of equipment manufacturing industry in Liaoning Province is still non DEA effective; the sub-sectors with the pure technical efficiency value of 1 , have the input redundancy ratio 0; the metal manufacturing industry performs worst among the 7 sub-sectors in terms of technical efficiency and input redundancy, while the performance of the communication manufacturing industry is the best. Those objectively reveal the difference between the various sub-sectors of the resource utilization and the redundancy of inputs.
