平潭综合实验区承载着特殊的历史使命，其开放开发旨在为解决台湾问题探索经验。但是，在中国特色社会主义法律体系已经形成的当下，平潭综合实验区的发展面临着诸多制度困境，亟需法律的引导和规范。由此，探讨授予平潭综合试验区特殊立法权尤为重要。通过理论分析特殊立法权，设计特殊立法权授予的方案，推进特殊立法权授予的进程。

Pingtan Comprehensive Experimentation Area holds special historic missions . Its opening‐up and exploitation is to deal with issues on Taiwan and to explore experiences .But under the present situation that socialist legal system with Chinese characteristics has formed , Pingtan Comprehensive Experimentation Area is facing many obstacles of legal institutional dilemma which urgently needs law guide and regulations .Therefore ,It is particularly important to study the special legislative power of Pingtan Comprehensive Experimentation Area .Theoretical analysis should be given to special legislation and plans of authorization should be designed in order to promote the process of granting special legislative power .
