新常态过渡期所伴随的加速城镇化、结构性失业以及社会结构分化等社会发展新趋势给原本就已经非常尖锐的城管与小贩间矛盾带来了新的挑战。城管与小贩的矛盾实质上是城管、小贩、百姓三大主体利益博弈的最终结果,主要表现为逃匿、暴力、自导自演等逐次递进的矛盾形态。虽然新常态下民生问题依旧是所有社会矛盾的根源,但是城市管理理念错位、城管执法合法性缺乏以及媒体对城管的妖魔化才是导致城管与小贩矛盾的直接原因。为此,应转变管理理念、加强城管执法法律保障、创新城管体制、改善城管形象以及强化社会组织协同作用等,以化解新常态下城管与小贩的矛盾。

T he new normal transition period , accompanied by the acceleration of urbanization , structural unemployment , social structure differentiation and other social development trends , has brought new challenges to the existing sharp contradiction between urban management officers and vendors .In fact , the contradiction between chengguans and vendors is the final game result of chengguans ,vendors and the people ,w hich mainly manifests as the gradual forms of contradiction such as escape , violence , self‐directing‐and acting , etc . Livelihood issues are still the root of all social contradictions in the new normal ,but urban management concept dislocation ,lack of legitimacy in urban management and the demonizing of urban management by media are the direct reasons that lead to the contradiction between urban management officers and vendors .Therefore ,we should change the urban management concept , strengthen the legal protection to chengguans , innovate the urban management system , rebuild the images of chengguans , and strengthen the synergy of social organizations to solve the contradiction between urban management officers and vendors .
